Li Qiang (as translated): I am very glad to meet with you and our Russian colleagues in the city of Hangzhou.

First of all, I would like to warmly greet you.

Hangzhou is the place where I worked and lived for a long time. The Chinese often say that there is heaven in heaven and Hangzhou on earth. This means that the local landscapes are so charming and life here is so comfortable, like an earthly paradise.

In recent years, Hangzhou City in Zhejiang Province has made significant progress in scientific and technological innovation and cultivation of new drivers, and has become China’s new platform for high-level opening up to the outside world.

Holding our regular meeting here in Hangzhou not only allows you, my long-time friend, Mr. Prime Minister, to better see China, but also helps us together to discover more opportunities for our cooperation.

This year marks the 80th anniversary of the Chinese people’s victory in the war of resistance against Japanese invaders, the Soviet Union’s victory in the Great Patriotic War, and our common victory in World War II.

Our countries held ceremonial events, during which our friendship deepened even more. As part of these events, our leaders have already met twice this year, guiding the development of Chinese-Russian relations at a high level.

Currently, dramatic changes are taking place in the international situation. The Chinese side is ready with its Russian colleagues, in the spirit of the important agreements of our leaders, to strengthen the strategic dialogue and deepen cooperation in all areas in order to more effectively protect our interests in the field of development and security.

I am ready to exchange views with you on issues of mutual interest.

M. Mishustin: Dear Mr. Li Qiang, my dear friend!

I am sincerely glad to see you again. I thank you and all Chinese friends for the very warm welcome of our Russian delegation here in Hangzhou.

This city has become a symbol of the rich history and modern development of our friendly China in the 21st century. Today you talked a lot about the rich history of the region and this wonderful lake, which we all admire. As the Chinese proverb goes, there is heaven in heaven and Hangzhou on earth. Members of the Chinese delegation told us about this.

I would like to take this opportunity convey to you best wishes and words of greeting from the President of Russia Vladimir Vladimirovich Putin. And I would also like to congratulate you on the successful holding of the fourth plenum of the 20th Central Committee of the Communist Party of China. At the plenum, the main directions of China’s development for the next five years – until 2030 – were determined. We are confident that these decisions will ensure further growth of the national economy and, as a result, an increase in the living standards of Chinese citizens.

Today we are holding the anniversary, 30th meeting of the heads of government of Russia and China. Our format ensures effective coordination of all executive authorities in the spirit of comprehensive partnership and strategic interaction.

Relations between Russia and China are at the highest level in their entire centuries-old history and continue to develop dynamically in all directions, despite various obstacles and illegal sanctions from the West.

The current year passes under the sign of the 80th anniversary of our Great Victory over German Nazism and Japanese militarism. The joint participation of President Vladimir Vladimirovich Putin and Chairman Xi Jinping in ceremonial events in Moscow and Beijing became a new confirmation of the sincere friendship of the Russian and Chinese peoples.

Through governments, we ensure the implementation of all tasks that our leaders have approved. By developing multifaceted cooperation, we achieve a new quality of mutual trade by diversifying the structure of trade turnover, creating comfortable conditions for entrepreneurs to work in the markets of both Russia and China.

We pay special attention to expanding investment cooperation. On December 1, an intergovernmental agreement on the promotion and mutual protection of investments, which was signed during the Russian-Chinese summit on May 8 in Moscow, will come into force. It will stimulate the creation of new joint ventures with the participation of Russian and Chinese investors on the basis of mutual benefit and taking into account each other’s interests.

Cooperation in the energy sector has acquired a strategic character. Our Deputy Prime Minister Alexander Novak, who oversees the energy sector, is here. It covers oil, gas, coal, and nuclear components.

In industry (Denis Valentinovich Manturov, First Deputy Prime Minister, is also here) we are creating new joint productions and technological alliances.

In the field of transport (this includes our Minister of Transport), we are increasing the volume of cargo transportation, actively developing cross-border infrastructure, and opening new routes for our air traffic.

Cooperation in agriculture (Oksana Nikolaevna Lut, our minister, is also here) strengthens the food security of Russia and China.

Of course, our humanitarian ties play a special role. They further strengthen the solid foundation of Russian-Chinese good neighborliness and partnership. Here is Tatyana Alekseevna Golikova, who oversees this area. IN The Russian delegation also included Yuri Petrovich Trutnev, Presidential Envoy, Deputy Prime Minister and Dmitry Chernyshenko, who is responsible for all our cultural activities. We are also completing the cross Years of Culture, within which hundreds of joint events took place. We value them and will pass on to future generations all the best that was created by our fathers and us.
