In Ningbo (China), Deputy Prime Minister of Russia Dmitry Chernyshenko and Deputy Prime Minister of the State Council of the People’s Republic of China He Lifeng held the 29th meeting of the Russian-Chinese Commission for the preparation of regular meetings of heads of government.
From the Russian side, the event was also attended by Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the PRC Igor Morgulov, State Secretary – Deputy Minister of Transport of the Russian Federation Dmitry Zverev, Deputy Minister of Digital Development, Communications and Mass Media of the Russian Federation Grigory Borisenko, Deputy Minister of Industry and Trade of the Russian Federation Alexey Gruzdev, Deputy Minister of Economic Development of the Russian Federation Vladimir Ilyichev, Deputy Minister of Agriculture of the Russian Federation Maxim Markovich, Deputy Minister of Science and Higher Education of the Russian Federation Denis Sekirinsky, Deputy Minister of Natural Resources and Ecology of the Russian Federation Dmitry Tetenkin and others.
On the Chinese side, the participants were Deputy Secretary General of the State Council of the People’s Republic of China Xu Shouben, Deputy Minister of Science and Technology Chen Jiachang, Deputy Minister of Industry and Information Technology Zhang Yunming, Deputy Minister of Industry and Information Technology of the People’s Republic of China, Head of the Chinese State Space Administration, Head of the Atomic Energy Administration of China Shan Zhongde, Deputy Minister of Ecology and Environment Guo Fang, Deputy Minister of Housing, Urban and Rural Construction Chen Shaowang, Deputy Minister transport Li Yang, Deputy Minister of Commerce of the People’s Republic of China, Deputy Representative of the People’s Republic of China in international trade negotiations Ling Ji and others.
He Lifeng noted that under the leadership of Chinese President Xi Jinping and Russian President Vladimir Putin, the parties are promoting the stable development of high-level bilateral relations.
He also emphasized systematic work within the framework of the development plan for key areas of Russian-Chinese economic cooperation until 2030.
According to He Lifeng, the export of copper and nickel has noticeably increased, access to agricultural products is expanding, and new forms are emerging – cross-border e-commerce. In 2025, trade turnover will remain at a high level. The Deputy Premier of the State Council of the People’s Republic of China paid special attention to cooperation within the Northern Sea Route, and also noted the results of cooperation in the field of the automotive industry, artificial intelligence, the creation of a working group on municipal solid waste and the holding of the first meeting of the group on climate change issues.
Dmitry Chernyshenko congratulated his Chinese colleagues on the successful holding of the Fourth Plenum of the Central Committee of the Communist Party of China of the 20th convocation. According to him, the tasks of high-quality development, increasing scientific and technical independence and the formation of a modern production system voiced at it are fully consistent with the goals of the Russian-Chinese economic cooperation plan until 2030. The joint efforts of the two countries to develop industrial cooperation, increase technological sovereignty and introduce innovations are directly consistent with the PRC’s policy of strengthening its own scientific and technical base and achieving new breakthroughs in deepening reforms.
The Deputy Prime Minister emphasized that strengthening a comprehensive, equal, trusting partnership and strategic interaction with friendly China is a priority of Russian foreign policy. In confirmation of this, the heads of state – Russian President Vladimir Putin and Chinese President Xi Jinping – held 2 face-to-face meetings this year alone, at which they set goals for increasing trade and economic cooperation. Their dialogue is systematic, regular, and characterized by a high level of trust and mutual understanding. This is emphasized by the visit of the Chairman of the People’s Republic of China to Moscow to participate in the celebrations of the 80th anniversary of Victory in the Great Patriotic War. And the return visit of the President of Russia to Beijing for the celebrations marking the 80th anniversary of the victory over Japan and the end of World War II.
“The PRC is our key partner on the world stage. Based on the results of 2024, Russia took 5th place in the list of China’s partners. Mutual trade reached a historic high last year, surpassing $245 billion. In conditions of external restrictions, maintaining the turnover level in the positive zone is a joint serious achievement. I am convinced that our meeting today will contribute to the implementation of the agreements of the heads of state and government in all areas of practical cooperation between our countries, and will make a new contribution to the successful holding of the 30th regular meeting of heads of government tomorrow,” said Dmitry Chernyshenko.
He thanked He Lifeng for his great contribution to reaching agreements between countries and effectively protecting the economic interests of China and Russia.
The Deputy Prime Minister outlined promising directions – opening the Chinese market for Russian winter wheat and barley, fuel pellets, increasing natural gas supplies through new routes. Active work is also underway on industrial cooperation projects in the automotive industry, timber industry, mining and processing of rare earth metals and other promising products.
It has become a good tradition to hold “Made in Russia” festivals and fairs in China with the participation of Russian artists and athletes.
Dmitry Chernyshenko added that the day before in Beijing, Deputy Prime Minister Tatyana Golikova, within the framework of the intergovernmental commission on humanitarian cooperation, paid special attention to holding cross Years of Education between Russia and China.
Within the framework of the Russian-Chinese Commission for the preparation of regular meetings of heads of government, there are 14 subcommittees and 60 working groups. This meeting was the final stage of preparation for the anniversary 30th regular meeting of the heads of government of Russia and China, which will take place on November 3 in the city of Hangzhou. Today, a final protocol was agreed upon, which will be signed during the meeting of heads of government.
