As part of a working visit to Tajikistan, Deputy Prime Minister – Chief of Staff of the Government of Russia Dmitry Grigorenko held a number of bilateral meetings dedicated to strengthening the partnership between Russia and Tajikistan in the field of digitalization. The Deputy Prime Minister noted that based on the results of recent international trips – to China, the Republic of Belarus and Tajikistan – a special interest of foreign colleagues in Russia’s experience in the field of digitalization of public administration and the introduction of artificial intelligence was revealed.
The topic of discussion with the First Deputy Prime Minister of the Republic of Tajikistan, Khikmatullo Kholikzoda, was the development of digital partnerships and the continuity of Russian experience to accelerate digital development. Thus, in terms of digital, the priority for the host side is the development of electronic government services, cybersecurity and training of IT specialists, including the field of AI. At the meeting, it was decided to work on creating a working group between Russia and Tajikistan on digital transformation issues.
“Russia has extensive experience in digitalizing government processes and providing government services. We have digitized document flow in the Government, created and implemented convenient information systems for citizens. We continue to develop the government services portal: more than 1.6 thousand government services are already available on it, and now we are transferring their provision to a proactive format. We are introducing artificial intelligence, including in large-scale government projects, for example, in the system for monitoring and managing national projects. We have something to share with foreign colleagues, and we see demand for domestic developments. Tajikistan has actively taken the path of digitalization of state systems. The exchange of experience and proven effective practices will help speed up this process several times,” noted Dmitry Grigorenko.
As part of his visit to the Dushanbe IT Park, the Russian Deputy Prime Minister had a meeting with the Director of the Agency for Innovation and Digital Technologies under the President of the Republic of Tajikistan Khurshed Mirzo.
During the meeting, it was discussed that Russian IT companies are already successfully operating in the Tajik market. In particular, they take an active part in the implementation of digital systems in the work of government bodies in the republic.
For example, a domestic solution from the company IRTeh JSC made it possible to refine the information system for the Ministry of Education and Science of Tajikistan. About 562 schools in the country are already implementing electronic diaries based on Russian development.
Another company of Russian founders, ERA Group of Companies, together with the Dushanbe city administration, is implementing the Smart City system, which, through digitization of data and the use of geodetic drones, increases the efficiency of resource management and the quality of life of citizens.
In addition, there is a demand from Tajikistan for communication services from Russian operators. The subsidiary MegaFon Tajikistan operates successfully in the country: the company was the first to launch 3G, 4G/LTE and 5G in the country and provides services to more than 2 million foreign subscribers.
Russian digital platforms are also in demand. One of the domestic marketplaces is the absolute market leader with a share of more than 50%.
