Deputy Prime Minister Alexander Novak chaired the 40th meeting of the Federal Headquarters for Regional Gasification. It was attended by Deputy Prime Minister, curator of the Siberian Federal District in the Government Dmitry Patrushev, representatives of the Ministry of Energy, Gazprom, Rosneft, relevant committees of legislative authorities, federal services, as well as regional authorities.
“The topic of regional gasification is an important component of the country’s socio-economic development. This area needs to be given special attention. When planning, it is necessary to take into account the needs for the future, so that the work goes ahead, as the President said,” noted Alexander Novak.
Particular attention was paid to the progress of gasification in the Siberian Federal District. The government has approved a program for gasification of the Siberian Federal District, which will intensify the implementation of socio-economic projects, as well as industry. The main goal is to eliminate existing infrastructure restrictions and ensure reliable supplies for the population and new investment projects.
The primary project aimed at improving the situation with gasification in the regions of Siberia is the construction of the West Siberian GTS, which will increase gas supply to ensure the possibility of supplying additional volumes of gas to existing and future consumers.
“The Government of Russia has approved the Strategy for the socio-economic development of the Siberian Federal District until 2035. The plan for its implementation includes more than 100 priority investment projects. In addition, the creation of a complex for deep processing of rare earth metals is being developed. Also in Siberia, about 300 support settlements have been identified; the infrastructure for the lives of citizens in them should be developed at an accelerated pace. Further intensification of the development of Siberian territories depends on the pace of acceleration of gasification,” said Dmitry Patrushev.
It was noted that the Altai Territory, Kemerovo, Novosibirsk, Tomsk and Omsk regions, the Altai Republic, a number of settlements in the Irkutsk region and the Norilsk industrial hub in the Krasnoyarsk Territory are already provided with natural gas.
Currently, there are 117 gas distribution stations in the district with a design capacity of 3.4 thousand cubic meters per hour. The length of gas distribution networks is 32 thousand km. The volume of gas consumption is 16.5 billion cubic meters. 782 settlements and more than 784 thousand apartments and households have been supplied with gas.
Additional opportunities to provide gas to the growing needs of the Irkutsk region and Krasnoyarsk Territory will be available during the construction of the Power of Siberia – 2 gas pipeline.
According to the gas supply and gasification development programs for the period 2026–2030, it is planned to gasify 16 cities and 143 settlements. LNG solutions will be used for a number of settlements, which will provide gas to hard-to-reach areas.
As a result of the meeting, instructions were given to the Ministry of Energy and Gazprom to consider the possibilities of attracting the local resource base to improve and develop gas supply to the regions included in the Siberian Federal District.
Gazprom was instructed to take measures aimed at signing long-term contracts for the supply of gas to promising consumers in the regions of Siberia, as well as to formulate gas supply and gasification programs for the constituent entities of the Siberian Federal District for the period 2026–2030, taking into account the needs of new settlements that were not taken into account in earlier gas supply development programs.
The Ministry of Energy will have to develop criteria for taking into account promising consumers in the forecast gas consumption of regional gasification programs for housing and communal services, industrial and other organizations.
Entities included in the Siberian Federal District will take into account investment projects announced for implementation in order to update natural gas supply plans based on the priority of providing primarily existing gas consumers. Based on the results of the work carried out, appropriate changes will be made to regional gasification programs for housing and communal services and industrial organizations.
