That is, to create a general regime with rules that can increase the effectiveness of the implementation of each investment project in the Far East, ”said Yuri Trutnev.
On behalf of Russian President Vladimir Putin, given following the results of the plenary meeting of the Tenth Eastern Economic Forum, the Ministry of Health of the Eastern Economic Forum is working on the creation of a single preferential regime throughout the Far East and the Arctic.
The main goals of creating a new preferential regime are aimed at ensuring outstripping investment growth, simplifying and accelerating the investor support mechanism. In particular, within the framework of the new mechanism, tax benefits will be applied automatically, without long additional approvals with the federal executive bodies, if the profitability of the project in the region of the Far East is lower than the average Russian industry, multiplied by an increase in the coefficient.
Support will only be provided to new investment projects, while technological and tourist projects will receive priority. For investors, mandatory requirements are provided: the minimum investment of 10 million rubles, the tax monitoring regime, as well as a ban on certain types of activities (oil and gas production, financial and excisable activities). For projects for the extraction of precious metals and coal, you will need to place securities on the exchange.
The execution of the state program of the Russian Federation “Socio-economic development of the Far Eastern Federal District” and proposals to increase the effectiveness of its work was discussed. Separate attention was paid to the schedule of modernization and construction of social infrastructure through a single presidential subsidy. Thanks to this tool, more than 880 objects of social and engineering infrastructure – schools, hospitals, kindergartens, cultural houses, stadiums, clinics and FAPs were built and reconstructed in the Far East. Pounds of roads are repaired. More than 2 thousand courtyards were landscaped. This year, 157 events are being implemented through the unified presidential subsidy in the regions of the Far Eastern Federal District.
The issues of creating new energy capacities in the subjects of the Far Eastern Federal District were considered. According to the results of the discussions, Yuri Trutnev instructed the Ministry of Energy of Russia as soon as possible to prepare proposals for the construction of new generation facilities in the Far East.
As part of the meeting of the Council of the Far Eastern Federal District, Yuri Trutnev launched the second season of the competition of modern poster art named after Hero of Russia Sergey Efremov “Time of Smyslov”. The competition is held on the initiative of the Tiger volunteer detachment and the art project “Fate“ Fate “Fate“ ”, with the support of the office of the plenipotentiary of the President of the Russian Federation in the Far Eastern Federal District and NPO“ Fund for the Development of Social Initiatives ”. “The construction project of the Lensky bridge is part of the master plan of Yakutsk. The master plans of the Far Eastern cities were approved by the President of the Russian Federation Vladimir Vladimirovich Putin and are aimed at improving people’s lives in the Far East, creating a comfortable life. Master plans are a strategy, we must follow it. In addition, the Lensky bridge is a project that provides economic integration. The payback period is 15–20 years. For such a huge infrastructure structure, this is a normal working period. When Aisen Sergeyevich Nikolaev submitted this project, he proved that the bridge would pay off on the supply of goods and products that are going to Yakutia on the northern importation, ”said Yuri Trutnev.
On both banks of the river, full -scale work is underway. Over 270 specialists and 80 units of equipment are involved. Construction is on a clock. Until the end of 2025, the bridge builders plan to build the first support of the Lensky bridge with a height of 11 m – the extreme support of the left -bank overpass, which will be installed on 18 piles.
