A meeting of the Council for the Protection of the National Interests of Russia in the Arctic of the Maritime Collegium of the Russian Federation was held by Presidential Assistant Nikolai Patrushev and Deputy Prime Minister – Plenipotentiary Representative of the President in the Far Eastern Federal District Yuri Trutnev. The issues of shipping in the water area of the Northern Sea Route were discussed.
“Today we are holding the next meeting of the Council of the Maritime Collegium of the Russian Federation to protect the national interests of Russia in the Arctic. Consider the issue of ensuring security in the water area of the Northern Sea Route and the development of emergency rescue infrastructure in the Arctic zone of the Russian Federation. For our country, the Arctic region has always had a special economic, scientific, cultural and political significance. The rational development of the natural resources of the Arctic, the infrastructure development of the region, the transformation of the Northern Sea Route into a safe year -round and competitive national transport communication – these are the key priorities of the national naval policy, ”Nikolai Patrushev opened the meeting.
“The Northern Sea Route forms the strategic superiority of the Russian Federation. He not only connects the Asia-Pacific region with the European part of the continent, but also provides important solutions for the security of our country. The actions of the Government of the Russian Federation, all authorities and economic structures are determined by the President of Russia in the foundations of the state policy of Russia in the Arctic and the development strategy of the Arctic zone of the Russian Federation. In accordance with the order of the President of Russia, a development plan for the Northern Sea Route was developed and implemented until 2035. It is the analysis of the execution of this plan that is the main goal of our today’s meeting, ”said Yuri Trutnev.
At the meeting, issues related to ensuring navigation in the water area of the Northern Sea Route and the development of emergency rescue infrastructure in the Arctic zone of Russia were considered, additional measures were developed to develop emergency rescue fleet, its basic places, the creation of navigation equipment and aviation support.
For the development of the transport corridor, it is necessary to build three Arctic emergency rescue centers-in Sabett, Tiksi and Dixon, where experts of the Ministry of Emergencies and FMBA will be on duty, ensure the construction of attendance and aerodrome infrastructure in the immediate vicinity of the centers data, and equip centers with 9 helicopters. To ensure the connection and control of the ice situation, it is necessary to bring 4 communication satellites to orbit, 4 satellites of hydrometeorological monitoring and 4 satellites of radar surveillance. To ensure the safety of the NSR, it is necessary to introduce at least 42 vessels of the emergency rescue fleet, to equip the atomic icebreakers with emergency rescue readiness, as well as build another hydrographic fleet ship.
“Each of these tasks has the terms of implementation and responsible federal executive bodies. Accordingly, these actions must be carried out. If this does not happen for some reasons and this affects the implementation of the strategic tasks of our country, you need to look for reasons, look for where the chain is torn, and maybe just find other people who are able to carry out this work, ”Yuri Trutnev emphasized.
A separate emphasis on the meeting was placed in interagency interaction in the field of ensuring the safety of navigation. The tasks aimed at ensuring the safety of navigation in the water area of the transarctic transport corridor, including the water area of the Northern Sea Route.
The reports of the Deputy Minister of Transport Alexander sewn, the head of Roshydromet Igor Shumakov, director of the Directorate of the Northern Sea Rosatoma of Vyacheslav Rusha, representatives of the Ministry of Emergencies, Rosmorrechflot, FMBA and organizations providing emergency rescue operations were heard.
