In Astrakhan, under the joint chairmen of the Deputy Chairman of the Government of the Russian Federation, Alexei Overchuk and Deputy Prime Minister of the Azerbaijan Republic of Shakhina Mustafaeva, the 23rd meeting of the intergovernmental commission for economic cooperation between the Russian Federation and the Azerbaijan Republic was held. Representatives of the relevant structures of the two countries took part in the event.
The parties discussed the results of the work on the execution of decisions of the 22nd meeting of the commission held in Baku on August 8–9, 2024, as well as the course of implementing the plan for the development of key areas of Russian-Azerbaijani cooperation for 2024–2026. Analyzed the entire complex of bilateral trade, economic and cultural and humanitarian relations and outlined landmarks for further work.
During the meeting, the deputy chairman of the government emphasized that Russian-Azerbaijani relations are mutually beneficial. Among the priorities, Alexei Overchuk noted the joint work on the development of transportation in the region, strengthening independent financial architecture in mutual calculations, cooperation in the field of energy, the development of industrial cooperation, including in the field of shipbuilding, agriculture, cooperation in the Caspian.
Russia is one of the key economic partners of Azerbaijan, occupying third place in the foreign trade of the republic. In mutual trade, the countries are based on national currencies. In January – May 2025, in the calculations on foreign trade contracts for the trade in goods between residents of Russia and Azerbaijan, the Russian ruble prevailed, its share was 79.8%.
About 1800 companies with the participation of Russian capital are represented in the market of the Azerbaijan Republic. Russian companies implement investment projects, including in the field of mechanical engineering, construction, transport, chemical, pharmaceutical and medical industries.
“This year, a project was successfully completed to localize insulin production in Azerbaijan with a design capacity of 250 thousand packages a year and the first shipment of products was made. There are possibilities for expanding the nomenclature of drugs produced. Also this year it is planned to put into operation a plant for the production of aluminum and steel composite panels. Significant cooperation is developing in the field of automotive industry. On the territory of Azerbaijan there are a number of famous Russian automakers. A large project in the development of public transport is successfully implemented – the supply of 65 wagons for the Baku metro until 2026, ”said Deputy Prime Minister.
The meeting participants noted a high level of interregional interaction-trade and economic ties with the Republic of Azerbaijan are supported by 72 constituent entities of the Russian Federation, since the beginning of 2025, the regions of the two countries held 12 joint events. As one of the important sites for the development of such cooperation during the meeting, the format of interregional forums was named.
The strategic area of work Alexei Overchuk called the development of the transport industry and joint activities to strengthen transportation in the region.
“We pay special attention to the development of the North -South MTK and the implementation of all the agreements reached with the Azerbaijani colleagues. In order to roll the route by the railways of Russia, Azerbaijan and Iran, a joint development of technology is underway, including multimodal container service, discounts on railway tariffs are applied, ”said Deputy Prime Minister.
“We are aimed at continuing cooperation on the development of MTK“ North – South ”both in bilateral and three -way formats together with colleagues from Iran. We also see good prospects for launching cruise messages on the Caspian Sea with the possibility of visiting tourists to sea ports of the Caspian states with the participation of passenger ships under the Russian flag. Today we considered this issue and agreed to contribute to the development of cruise shipping and tourism in the region of the Caspian Sea, ”said Deputy Prime Minister.
According to the results of the meeting, the co-chairs of the Ministry of Publics forces signed the final protocol of the 23rd meeting of the intergovernmental commission for economic cooperation between the Russian Federation and the Azerbaijan Republic.
The parties confirmed the readiness to continue the constructive dialogue aimed at strengthening Russian-Azerbaijani relations in all areas of cooperation.
The Deputy Chairman of the Government thanked the Governor of the Astrakhan Region Igor Babushkin for the high level of preparation and holding a meeting, and also noted the significant contribution and active role of the Astrakhan region in the development of interregional cooperation of the two countries, saying that the city of the meeting is symbolic, which is emphasized by the monument to the first president of the Azerbaijan of Azerbaijan Aliyev, delivered in 2010 year in strengthening friendship and economic ties between countries.
