The Deputy Chairman of the Government Marat Khusnullin held a meeting of the Presidium (headquarters) of the Government Commission on Regional Development, during which the provision of treasury infrastructure loans (KIK) for the implementation of infrastructure projects was approved.

“We have taken another step in the implementation of the program of treasury infrastructure loans – we have just approved a new distribution of funds for the regions. These are projects for modernization of housing and communal services, as well as work on the integrated development of the Far East and the Arctic. In the amount of about 41 billion rubles, which will go to improve the quality of life of people in 19 regions. There are many work, the tasks are large -scale, and it is impossible to lose the pace of work. Now depends on the efficiency of regional teams how quickly people will see the specific results of this work, ”said Marat Khusnullin.

Thus, today applications for new projects at the expense of the KIC are approved for 39 regions for a total of 146 billion rubles.

The Deputy Prime Minister also noted the high involvement of all regions of the country in the applicant campaign, emphasizing that approved projects will create a reserve for the socio-economic growth of territories. During the meeting of the headquarters of the head of the regions, they reported on the planned projects.

In particular, the Karachay-Cherkess Republic will receive 986.61 million rubles for the construction of heating systems in Circassian and modernizing the heat supply system in Ust-Dzhegut; The Republic of Mordovia – 741.41 million rubles for the overhaul of water supply networks; Udmurt Republic – 1.23 billion rubles for the reconstruction of heating networks and modernization of water conduits; The Republic of Khakassia – 1.11 billion rubles for the reconstruction of treatment facilities; Lipetsk region – 957.03 million rubles for the construction of a sewer manifold and expansion of the water supply system.

The projects of the Kamchatka Territory for 3.2 billion rubles were also approved, including reconstruction of treatment facilities and the creation of a platform for creative industries provided for in master plans; Krasnoyarsk Territory – by 5.98 billion rubles (reconstruction of the heat electrical center); Perm Territory – 2.14 billion rubles (modernization of boiler houses and heating systems, construction and reconstruction of water pipelines).

The Astrakhan region approved an application in the amount of 817.4 million rubles per overhaul of water supply and sanitation networks; Kaliningrad region – for 4.19 billion rubles for overhaul of heating systems and reconstruction of treatment facilities; Chukotsk Autonomous Okrug-for 1.4 billion rubles for the reconstruction of engineering networks, as well as measures as part of master plans for the construction of treatment facilities, a complex for waste management, expansion of production facilities; Kemerovo region – in the amount of 5.32 billion rubles for the construction of a self -boring collector.

Voronezh region, including funding for the construction of treatment facilities for 2.46 billion rubles; Novosibirsk region – for the construction of sewer collectors for 3.1 billion rubles; Saratov region – for the modernization of water supply and sewage facilities in the amount of 2.05 billion rubles; Tomsk region – for overhaul of heating systems and water supply systems for 889.79 million rubles; Yaroslavl region – for overhaul of heating systems in Rybinsk for 1.02 billion rubles; Murmansk region – for a project for the preparation of heat supply systems for connection in the amount of 562.5 million rubles; Khanty-Mansiysk Autonomous Okrug-for projects for reconstruction of engineering infrastructure, overhaul and reconstruction of water disposal and heat supply systems, the construction of a boiler room in the amount of 2.69 billion rubles.

The curator of the program of treasury infrastructure loans is the Ministry of Construction, the operator – the Fund for the development of territories that ensures the monitoring of the implementation of projects in the framework of the national project “Infrastructure for Life”.

“Treasury infrastructure loans were launched by decision of the President in continuation of infrastructural budget loans in the regions of the program of infrastructure budget loans. Subjects get the opportunity on favorable terms-under 3% per annum for 15 years-to implement the projects necessary for people in the fields of communal, social and road transport infrastructure. Since 2022, at the expense of IBK funds and special treasury loans in 87 regions of Russia, more than 720 objects and events have been completed. Among them are housing and communal services, social institutions, roads and public transportation. Thanks to the new projects approved by KIC, work to create comfortable conditions for Russians continues, ”said Vasily Kupinzin, General Director of the Territory Development Fund.

In addition, at a meeting of the headquarters, the distribution of subsidies was approved to regions on the development of roads of regional, inter -municipal and local importance to 2026–2028 as part of the federal project “Regional and Local Road Network”. This decision is aimed at achieving the indicators of the National Project “Infrastructure for Life”, including increasing the share of the road network in normative condition and increasing the satisfaction of people with the quality of roads.

The staff of the headquarters also considered the course of the implementation of state programs and federal projects in the regions. According to Marat Khusnullin, the best indicators were noted in the Saratov region, the Perm Territory, the Republic of Tatarstan, the Penza region, the Chechen Republic and the Republic of Buryatia.
