On August 19, the All -Russian Pedagogical Congress began work at the National Center of Russia. The event united about 1.2 thousand teachers from all regions of the country, scientists of the Russian Academy of Education and the Russian Academy of Sciences, deputies of the State Duma and senators, representatives of executive bodies and public organizations.

Assistant to the President of Russia Andrei Fursenko read out the greeting of President Vladimir Putin, in which the head of state, in particular, noted: “It is important that domestic pedagogy has always, at all times, was distinguished by a multifaceted, versatile approach, so our joint plans for the prospect must be taken into account the best traditions of the pre -revolutionary, Soviet and modern Russian school. Dmitry Chernyshenko called the event historical – this is the first All -Russian Pedagogical Congress in the 21st century. Exactly 100 years ago, in 1925, the first All -Union Congress of Teachers took place.

“Today, our state educational system is one of the best in the world. We enter the top 10 leading countries both in terms of quality of general education and in terms of scientific research and development, we occupy leading positions in the international Olympiads of students and schoolchildren. This is the result of preserving the traditions of the Soviet scientific school and pedagogy and decisions implemented on behalf of President Vladimir Putin by the government together with the regions over the past quarter century, ”the Deputy Prime Minister said.

The results of the national project “Education” became the basis for achieving national goals for 2030 and the planning period until 2036 as part of new national projects – “Youth and Children”, “Family”, “Personnel” and national projects of technological leadership.

Dmitry Chernyshenko called the preparation of the education development strategy for the period until 2036 an unprecedentedly large -scale process. To work on the document, 15 working groups were created – almost 1.1 thousand experts, including teachers, scientists, representatives of employers and parents. In general, the groups held over 430 meetings and developed more than 300 initiatives.

In the preparation of the strategy and the action plan, feedback was taken into account. So, the school remains the second most important institution after the family in the formation of patriotic feelings of citizens, the pride index for the country grew 2.6 times from 2021 to 2024, and the proportion of schoolchildren who want to go abroad decreased from 23 to 7% in three years. A positive assessment of the general education system doubled from 2016 to 2024. 97% of respondents believe that young people in Russia have every opportunity to realize their abilities.

The “State Services” portal took place a survey “The Future of Education in Russia”, in which about 340 thousand respondents took part. Discussions of the strategy were held in every subject, a centralized collection of proposals from the regions was organized – as a result, more than a thousand were collected.

The key aspects of the change in the educational strategy were considered at the pursuements of the Government Prime Minister Mikhail Mishustin, in the State Duma under the government hours under the chairmanship of Vyacheslav Volodin, on the site of the Federation Council under the chairmanship of Valentina Matvienko. In total, about 900 issues and proposals were received from the deputies of the State Duma and senators.

The Deputy Prime Minister noted that high-quality challenges were formulated, as well as the goal, mission, and the values of the strategy. They were compared with fundamental documents. The main indicators of the effectiveness of the strategy will reflect the upper level changes in education – both qualitative and quantitative.

“Now the most important stage in the discussion of the strategy will start. In August, the whole country will join on the pedagogical councils to the discussion, we will summarize on the forum of class teachers. Work on the document will continue during this year. And after the approval of the strategy by decree of the President, we will begin to form a plan for its implementation. I am sure that the congress will become a platform for constructive dialogue, bold ideas and specific solutions, initiatives that will strengthen the leadership positions of Russia in the field of education, ”Dmitry Chernyshenko emphasized.

In his speech, Minister of Education Sergei Kravtsov spoke about achievements in recent years. Thanks to the national project “Education” in 2019, the implementation of large -scale infrastructure projects began, and education again gained systematicity. The centralization of management has returned, unified educational programs and federal work programs synchronized with the GIA were developed and approved. Education again became an integral part of education starting from kindergarten.

In schools and colleges, the positions of advisers to the director of education were introduced. Several dozens of textbooks for each subject are replaced by unified state textbooks. Due to attention to all subjects, including new ones – “Fundamentals of the Safety and Protection of the Motherland” and “Trud”, a wide horizons of schoolchildren are provided.

Weekly in all schools of the country, classes “Talk about the important” and “Russia are my horizons” are held. All schools are connected to a single digital platform – FGIS “My School” and a library of proven electronic educational materials.

Sergei Kravtsov outlined the importance of the key topic of the All -Russian Pedagogical Congress – a discussion of the development strategy.

As part of the implementation of the integrated program, it will be necessary to strengthen a single system of educational work at all levels of education, to create tools for updating the content of education, technologies and teaching methods. They should ensure the fundamental, flexibility and adaptability of basic educational programs based on advanced scientific achievements and taking into account the changing requests of the state, society and the labor market. It is also necessary to introduce a systematic approach to the organization and conduct of the educational and educational process, develop the tools of international humanitarian cooperation and expand the formats of historical education.

In addition, among the key tasks-ensuring the early harmonious development of the abilities of each child through mathematical, natural-scientific, research, inventive, artistic, sports and musical components of educational programs, training highly qualified personnel for the economy, humanitarian and technological spheres, and other urgent tasks.

“The success of the implementation of the strategy depends on the basic wealth of the Russian education system – on teachers. Their labor achieves all the educational results that the country is proud of, in close interaction with families they bring up the patriots of Russia, worthy citizens of the country, future professionals who have to ensure our leadership in the technical and humanitarian spheres. Neither artificial intelligence nor any other information technologies can never replace teachers. Because spirituality, morality, culture, value attitudes for life can only instill a person. Our task is to surround teachers with attention, to ensure a decent reward and the conditions of their noble work, ”said Sergey Kravtsov.

As the head of the Ministry of Education and Science, Valery Falkov, noted, a comprehensive response to all the challenges that are mentioned in the development strategies are contained in the new model of higher education.
