Good afternoon, dear colleagues!
Before we move on to today’s agenda of the government meeting, I want to say about the results of a trip to the Omsk region, which became the final point of our large working trip to the Far Eastern and Siberian Federal Districts.
The region is developing. A significant infrastructure is actively built, including transport, which is part of the Rossiya high-speed road route-from St. Petersburg to Vladivostok. It is necessary to complete all the planned work on time.

We visited several objects of healthcare, education. They made a number of decisions on the hospital and clinic for wars veterans so that the participants in the special military operation were treated and restored in comfortable conditions. The comprehensive support of our heroes is one of the key priorities of the government.
We got acquainted with the course of the reception campaign at the University of Omsk. We will help with the equipment of educational equipment of its main building. We allocate additional funds for overhaul of hostels.
The region presented its initiative to create an interuniversity campus. The modern educational space will become a point of attraction for talented young people. This will be decided as part of the competition of the Ministry of Science and Higher Education.

In September, the first branch of a foreign university – Kazakh National University in our country will begin training in Omsk. Almost everything is ready for its discovery. We continue to strengthen the cooperation of the two countries in the field of higher education and scientific research.
In the Amur Region, they examined how the reconstruction of the airport complex is being carried out, the expansion of the road that leads to the airport is the most important objects for the region and residents. Our own production covers internal needs. Let me remind you that Russia occupies a leading position in the world for the supply of wheat and barley abroad. The potential is even higher. It is important to fully reveal it. We will continue to support our farmers, expand port capacities, create the necessary infrastructure for storage and for transporting products.

We also examined the perinatal center in Chita. The National Project “Family” provides for its re -equipment this year. The technique acts so that both mothers and kids receive modern treatment.
Such work continues throughout the country. In just six years, advanced equipment will be delivered in 142 perinatal centers, including nine federal ones.

The issues of improving the healthcare infrastructure were paid to attention during a working trip to the Altai Republic. There, on the national project “Long and active life” using federal funds, the reception of the hospital was built. High -tech medical care for local residents will become even more affordable. She is in demand there.
With the head of this Russian subject-Andrei Anatolyevich Turchak-we discussed in detail the course of the implementation of the individual program of socio-economic development, which, by decision of the president, was formed until 2030.
Separately, we also considered how significant projects are implemented for people, including to strengthen transportation. Roads, bridges, crossings are being repaired. The airport is modernized. It is also important taking into account a significant increase in tourist flow to this region. Travelers come there from all over Russia and because of the line. In early July, a separate terminal of internal lines opened in Gorno-Altaysk, and last week-a new international one, by all standards. Its first visitors were guests of the International Ecological Conference in which we took part.
Together with colleagues – heads of government, during the plenary session, we exchanged a vision of joint work to protect the environment in the interests of the current and future generations. Enhanced cooperation in this important direction.
In our country, environmental well -being was approved by the President of one of the national goals. We will continue to do everything necessary to achieve it. First of all, if you list priorities, it is the savings of forests, reservoirs, rare species of animals and plants, the development of protected areas. We will also continue to form an economy of a closed cycle.
The Ministry of Natural Resources must expand interaction with foreign partners in all these areas. To establish an exchange of best practices, to create conditions for environmental tourism – all the speaking colleagues spoke about this – so that more people could see the pristine nature.
And I also want to say that the theme of ecology, environmental conservations are very important for our colleagues from the CIS countries.
Such a topic is also relevant for the Altai Territory. They talked about this in detail with Governor Viktor Petrovich Tomenko. In the region, with the support of the federal budget, transport accessibility is increased, the infrastructure necessary for travelers is formed. Without a doubt, this work should be continued.
Colleagues, I ask all the curators of the directions to constantly control how the projects are being implemented on the ground.
Separately, I want to say about one important issue that I discussed with the governors of the Amur Region and the Trans -Baikal Territory – these are emergency situations caused by forest fires.
Now the situation is stabilized. But the fight against fire demanded that additional forces – specialists, heavy equipment, and aviation. In this connection, of course, the costs of the necessary measures increased. An order was prepared on the provision of almost 1.4 billion rubles to these regions, as well as the Krasnoyarsk Territory and the Republic of Buryatia. These funds will go to compensation for costs when extinguishing fires.
It is difficult to predict situations with fires and their intensity, however, I ask for the leadership of regions where such cases are not uncommon, to pay special attention to prevention. There should be no threats to the health of people and their safety. And at the same time, of course, it is necessary to monitor the effectiveness of the spending of budget funds.

The government continues to stimulate the development of the economy in Russian entities. To do this, we reduce the financial burden, first of all, to those who are actively attracting investments and building infrastructure. For them, on behalf of the President, they provided for the possibility of writing off two -thirds of debt on budget loans. In February, relevant rules were adopted.
Today, for eight regions, we write off such loans in a volume of over 47.27 billion rubles. These are the Republics of Kalmykia and Karelia, as well as Voronezh, Kirov, Kemerovo, Moscow, Smolensk and Tver regions. They previously sent funds for the implementation of national projects, the improvement of housing and communal services, the resettlement of citizens from emergency housing, support for industry and other goals.
Such a decision on debts should favorably affect the budget system of these territories, on the dynamics of their development, which will contribute to the implementation of many tasks, including social issues.
And yet – about the support of families with children. This is one of the key priorities of the government, which the head of state repeatedly paid attention to. On his instructions, a number of measures were taken. Today we will add them one more.
A bill has been prepared, which is designed to reduce the burden on parents paying a mortgage. Now, when the child appears, the borrower receives the right to six -month credit holidays if his income has decreased by more than 20%, and the cost of servicing a loan exceed 40% of average monthly revenues.
Now for those who were born or adopted the second or subsequent children, the grace period will be increased to a year and a half. At the same time, interest on the main debt will only be accrued from the 7th to the 18th month. And you can not pay them immediately, but after repayment of obligations under the current agreement. Equal parts and with the same frequency as before.
This will support families in the most difficult period when one of the parents cares for the baby and is not able to go to work. And of course, we expect that together with other acting measures, this will affect the demographic situation in the country as a whole.
