In Moscow, chaired by the Deputy Prime Minister Vitaly Savelyev, a meeting of the Presidium of the Government Commission on the development of unmanned aviation systems (BAS) was held. The event was attended by Minister of Transport Andrei Nikitin, Minister of Industry and Trade Anton Alikhanov, representatives of the Ministry of Education and Science, constituent entities of the Russian Federation, as well as manufacturers of unmanned aviation systems.

The Deputy Prime Minister presented the results of the commission’s work regarding the development of a regulatory legal framework for the further development of the use of unmanned aviation systems. In order to simplify the use of bass for monitoring extended objects, forest protection activities and agriculture:

– reduced the deadline for obtaining permission to fly from 3-5 days to 24 hours;

– Administrative barriers of admission to the operation of single copies of the BAS upon receipt of a certificate of flying fit on the basis of the assessment certificate were eliminated;

– The rules for the execution of flights for the bass, which were previously absent, have been established. In particular, a separate procedure for the preparation and execution of bass flights for various operating conditions has been established: visual flights, flights over the horizon, flights outside settlements, flights over settlements.

In order to develop the use of bass in agriculture:

– the procedure for the use of bass in agriculture is simplified in flights at an altitude of up to 30 m;

– It is possible to use the declarative certification method for agrons weighing up to 495 kg.

The head of the Ministry of Transport Andrei Nikitin reported on the development of a “road map” to create a remote identification system of unmanned vehicles in the Russian Federation, which provides for the creation of a unified system for identifying bass based on the ERA-GLONASS GAS. Already this year, the BAS, produced by the Transport of the Future and equipped with the transponder Era-Glonass, are used as part of the experimental legal regime in the Samara region.

Also, the participants in the meeting discussed the status of the preparation of the upcoming international forum for the development of unmanned systems “Unmanned systems: technology of the future”, during which the design and educational intensive “Archipelago-2025” will be held. The work is carried out by the Ministry of Industry and Trade with the Ministry of Transport of Russia, the Moscow government, the NTI platform, the agency of strategic initiatives. The business program will be held at the Skolkovo Innovation Center on August 14-17 and will unite participants from more than 25 countries. Among the main issues will be discussed the identification of bass, the regulation of air legislation, including industry, and many other topics on the development of unmanned aviation. Also, within the framework of the business program, it is planned to approve the methodology of the “Dronification” rating of the regions. The forum starts with the intensity “Archipelago” on August 7. Participants, including representatives of the BAS industry, universities and authorities, will develop a single concept of digital space for unmanned devices.

During the forum, a large -scale exhibition will also be held, which will combine about 750 exhibits from more than 200 developers.
