Deputy Prime Minister Alexander Novak held a meeting on the implementation of the national project “Effective and Competitive Economics” regarding the development of competition and low -carbon development.
The meeting was attended by representatives of federal authorities, public business associations, deputies of the State Duma, and experts.
The head of the Federal Antimonopoly Service Maxim Shaskolsky and the representative of the Ministry of Economic Development reported on the current status of the implementation of federal projects “Development of competition” and “low -carbon development” included in the structure of the national project.
As part of the implementation of the federal project “Development of competition”, a methodology for assessing the level of development of competition in commodity markets and the “Roadmap” of events on projects aimed at improving the state of markets both at the federal level and in the regions was approved. The new rules for non -discriminatory access in communication, transport and housing and communal services markets have been agreed, the procedure for mandatory industry trades for the sale of municipal property has been improved, the territory of the wholesale electricity market with market pricing has been enlarged, the number of executed contracts under social dodging, etc.
During the implementation of the federal project “Low -carbon development”, the sensitivity of the Russian economy to adverse climate changes was reduced, conditions were created for the implementation of measures to reduce and prevent greenhouse gas emissions, as well as an increase in their absorption at the corporate, regional and federal levels.
The state information system in the field of energy conservation and increasing energy efficiency is successfully operating. A register of greenhouse gas emissions is carried out, it is integrated with the register of carbon units and the national cadastre.
According to the Ministry of Economic Development, this year 20 climatic projects have been registered, which have already issued more than 1.5 million carbon units. Since 2022, since the beginning of the implementation of the federal project “Low -carbon development” in Russia, 34 million tons have been issued2-Equalent. Such mechanisms can reduce the negative impact of enterprises on the environment and increase the competitiveness of Russian industry.
Alexander Novak instructed the federal authorities to continue the work on the implementation of federal projects “Development of competition” and “low -carbon development” in accordance with the action plan, key indicators and control points for the second half of 2025.
