The Deputy Prime Minister thanked the deputies for choosing a government hour and a detailed expert discussion. She emphasized that in the course of preparation for the government hour, 128 questions were received, to which written answers were given.

“Of all the components of demographic development, and today’s discussion, this also showed this, increasing the birth rate is the most difficult task. We see, based on the accumulated experience that the birth rate does not depend directly on the amount of funds that we invest in social benefits. Our citizens began to take care of their health more, and for expectant mothers the availability, including transport, medical care, perinatal center, and medical organization, is important. The standards of life have seriously changed – the importance of comfortable housing, sufficient area has increased in the matter of birth rate. And insufficient development in the regions of infrastructure, its inappropriateness to the needs of young children is the main restrictive challenge to the birth rate. There is a transformation of the life cycle – this is an elongation of the period of education, the desire to realize oneself in the professional field, ensuring career growth and financial independence. All this pushes the birth of a child. Another consequence of this transformation is loneliness. A fairly large number of young people cannot find a partner, ”said Tatyana Golikova.
The Deputy Prime Minister noted that the average age of mothers at the birth of a child in Russia is 29 years. In addition, it is important to correctly evaluate the factor of growing urbanization of the country: more than 80% of all births are happening in cities today.
“Indirectly, through the use of maternity capital for education, we see that 70% of recipients in this direction choose universities of large cities: Moscow, St. Petersburg, Krasnodar, Kazan. Young people leave their cities and, as a rule, do not return. Thus, the uniform territorial development of the country, the construction of housing, social and engineering infrastructure is all the key things that need to be developed, and not only in cities, but also in the village. The spatial development strategy of Russia and its correct building are of key importance for achieving the indicators set by the president. And of course, this is the work of all executive bodies both at the federal and regional levels, the maximum involvement of employers, ”said the deputy chairman of the government.
Tatyana Golikova emphasized that demography issues were discussed in detail at meetings of factions and with relevant committees on the eve of a government hour.
The first block of questions is housing.
“Today there are many support measures. This is the program “Young Family“, preferential mortgage programs, the action of which is extended: a family mortgage at 6%, a rural mortgage at 3%, Far Eastern or Arctic mortgages at 2%. To help families in the repayment of mortgage loans, a payment of 450 thousand rubles is granted at the birth of a third or subsequent child. In the eight regions of the Far East, its size is increased to 1 million rubles. Even Eight have established a similar measure, as a result, there are 16 of them – a separate topic – the development of the market for preferential rental houses, now there is a construction of 12 thousand rental apartments in the Far East. It is important for us to evaluate together how all current housing programs are interconnected, how they affect the family, ”said Tatyana Golikova.
An analysis of the use of maternity capital for the entire period of its existence confirms that housing is the main direction (69%) and more than 67% of the funds used for housing, or 3.1 trillion rubles are sent to the mortgage.
In addition, the high limitations of families both mortgage and consumer loans become an obstacle to birth rate.
The second is the support of large families.
Today, almost 2.8 million large families live in Russia. Over the past two years, the number of large families has increased by 17.4%, and the number of children in them reached 8.9 million.
As Tatyana Golikova noted, taking into account the importance of this topic, a separate federal project “Major Family” was formed in the National Project “Family”. It unites federal and regional measures – both proved their effectiveness and introduced since 2025.
The president’s decree on social support for large families establishes an indefinite status of a large family, the concept of a large family was determined to obtain support measures. At the same time, the decree retained the right to expand the category of a large family, and also established the recommended list of regional support measures.
At the federal level, basic guarantees in the field of labor relations, early assignment of insurance pension, vocational training and retraining for large parents, the provision of state benefits in connection with the birth and upbringing of children are enshrined. In 2024, a single manual covered more than 1.5 million large families raising 5.3 million children.
“Since 2025, the priority procedure for the conclusion of a social contract with large families was first established. More than 25% of social contracts are concluded with large families. Formed a register of large families. From October 1 last year, an electronic certificate of large families was launched. 2.2 million certificates have already been issued, ”said Tatyana Golikova.
Within the framework of the “demographic menu”, which is co -financing from the federal budget, the 41st region with low birth rate provided for additional measures to support large families.
“The problem remains when, when establishing the status of a large family, regions require a constant residence permit in the region of all family members. This leads to the fact that the father, prescribed in another region, is not included in the family and, accordingly, in the certificate. And, as a result, it cannot take advantage of not only regional, but also federal support measures – go with children for free to the museum, buy a product or ticket with a discount. This approach should be eliminated. It is important that in all regions there is a responsible, informal attitude to the topic of support for large families, ”the Deputy Prime Minister emphasized.
The third is the health of citizens.
Within the framework of the new national projects “Family”, “Long and active life”, an active complex of healthcare measures will be continued.
“Special attention will be paid to psychological, legal and social assistance to pregnant women, as well as the use of auxiliary reproductive technologies for the treatment of infertility: 485 thousand Eco Cycles will be carried out,” said Tatyana Golikova.
The fourth is the strengthening of value installations with a focus on a strong family and large children in young people.
The promotion of family values in the media, literature, through family contests, forums and festivals, such as the “family of the year”, “this is our family”, the All -Russian wedding festival and a number of others, gives its result, forms traditions, respectful attitude to the family.
