Deputy Chairman of the Government Marat Khusnullin took part in the business program of the XXVIII St. Petersburg International Economic Forum.
Within the framework of the PMEF, the session “not just construction: financing of infrastructure as the basis of economic growth” took place. The main attention was paid to the new national project “Infrastructure for Life”, which combines the development of housing construction, transport and communal infrastructure.
“Housing is a core around which the entire infrastructure is concentrated. After all, the place of living of a person is determined by the presence of work, the possibility of earnings. In addition, resting places, transport, social facilities and utilities are important. All this forms the quality of life. In this regard, transport infrastructure is of great importance. We need to lead to a normative condition of 60% of regional roads, 85% of roads in agglomerations, as well as updating the road network in 2160 supporting points, ”said Marat Khusnullin during a speech at the session.
The Deputy Prime Minister added that one of the most important issues is the modernization of housing and communal services, which historically accumulated many problems. However, a neglected program for updating communal infrastructure should help correct the situation.
Answering a question about investment in infrastructure, Deputy Prime Minister noted the need for available long-term financial instruments. As a successful example, he brought infrastructure budget loans to the regions under 3% per annum for 15 years, which have great demand.
In addition, on the fields of the PMEF, the Russian government and the Moscow government represented by Deputy Prime Minister Marat Khusnullin and Moscow Mayor Sergei Sobyanin signed an agreement on cooperation in the field of digital transformation of the construction industry of Russia.
“The digital transformation of the industry allows you to reduce construction time, reduce costs, increase the effectiveness of management decisions, and accelerate the modernization of infrastructure. The capital demonstrates impressive results in the introduction of innovative technologies and testing of advanced solutions, acting as a development driver for the whole country. Therefore, it is extremely useful to scale this experience and transfer to other regions. The agreement is also aimed at creating unified standards for interaction in urban planning, increasing the share of electronic document management, improving the regulatory framework, and the introduction of artificial intelligence, ”commented Marat Khusnullin.
Also, within the framework of the forum’s business program, the Ministry of Construction of the Ministry of Construction “Revival of new regions of Russia as a driver of economic growth” was held, which discussed the current tools for supporting investors, the mechanisms of their attracting and supporting them.
“We are successfully passing the recovery stage with the participation of the budget, the following – work with investors. Donbass and Novorossia have a tremendous investment potential. They have a profitable geographical and logistics position, they are rich in natural resources and fertile lands. In addition, their territory operates the regime of a free economic zone, which contributes to the influx of investment. The FEZ, led by the Territory Development Fund, attracted more than 350 participants, and their number is constantly growing. Like the volume of planned investments, the number of employees: over 250 billion rubles and 100 thousand people. There is also a rental mechanism for rent. A great prospect of housing development – we promote this topic, prepare sites. 70 developers entered the market. They also become participants in the SEZ and receive a number of preferences. It is necessary to create all the conditions for the arrival of investors, their active work for the growth of the economy and the development of the infrastructure of reunited regions, ”said the deputy chairman of the government.
On the fields of PMEF, Marat Khusnullin’s meeting with the First Deputy Prime Minister of the Republic of Kazakhstan Roman Sklyar also held a meeting. The parties discussed the tasks of strengthening logistics relations between Russia and Kazakhstan, including the development of international transport corridors in Europe – Western China, North – South, as well as synchronizing the development plans of border roads.
