The rate of implementation of artificial intelligence, the interaction of business and the state, the timeliness of regulation, as well as international cooperation, was discussed at a plenary session on AI at the PMEF-2025 with the participation of the deputy chairman of the government-head of the government apparatus Dmitry Grigorenko.

According to Dmitry Grigorenko, Russia entered the active phase of introducing artificial intelligence. AI -based decisions increase the effectiveness of the work of state bodies and improve the quality of the services provided, open up additional opportunities, including in public administration and social sphere, starting with medicine and ending with the budget process. So, the compulsory medical insurance program already includes diagnostic services using AI, and the electronic budget system in test mode integrates an intelligent agent to accelerate the budget process.

To the question of what the state does to speed up the process of implementing AI, the deputy chairman of the government, the head of the government apparatus, spoke about the work on the development of the necessary infrastructure in the framework of the National Project “Economics of Data”, the training of specialized personnel, as well as the replication of the best practices of regions for the scale of the whole country. At the same time, he emphasized that for the success of the state and business, it is necessary to combine efforts in these areas without sharing the area of ​​responsibility.

“We approach the issue of introducing AI technology systematically. For example, in all programs of the digital development of regions and federal departments there is an obligatory point – to introduce a decision based on AI. All programs are very specific, with units of performance measurement. Moreover, everyone for himself determines the required number of such services – for their tasks. AI is a tool. With the help of it, we solve some very specific problem each time. Plus, we select existing best practices and replicate them taking into account the already acquired experience, ”commented Dmitry Grigorenko.

As the chairman of the board of Sberbank PJSC German Gref noted, the role of the state is critically important: from investments to the formation and total education “where are we going.” At the same time, Herman Gref noted that unique conditions have already been created in Russia that allow the development of technology. Including thanks to the existing local experimental legal regimes.

“Now, in my opinion, there is a consensus. There is moral regulation – an ethics code of artificial intelligence, to which all the largest developers in Russia have connected. Among the signatories are over 900 companies, including foreign ones. There is technical regulation. And there is stimulating regulation, for example, in Moscow an experimental regime of the implementation of artificial intelligence has been created. You can not rush with regulation so as not to influence the developers in the negative sense, ”said German Gref.

According to the vice-speaker of the State Duma of the FS Vladislav Davankov, sooner or later any industry is faced with the issues of protecting the rights of citizens and equal access to the results of the development of technology.

“In difficult situations, people turn to the state for protection. Therefore, regulation is needed. But it should be smart and created as a public agreement, in a dialogue with business. We must develop these rules together, ”commented Vladislav Davankov.

The discussion was also taken by the Minister of Communications and Informatization of the Republic of Belarus Kirill Zalessky and the Minister of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan Zhaslan Madiev.
