It is necessary to develop the practice of combining various areas of working with the family: diverse leisure, opportunities for creativity, education and informing the population. The best experience should apply to all regions.

The federal project includes new events, including the construction of regional and municipal children’s art schools, repair and material and technical equipment of regional and municipal Philharmonics.

Tatyana Golikova drew the attention of the regions to the need for timely fulfillment of all tasks, including putting objects into operation.

Special attention is the preservation of cultural heritage objects. The Deputy Prime Minister emphasized that the head of state was instructed to develop and implement a long-term program for preserving the cultural heritage of the peoples of the Russian Federation for the period until 2045, thanks to which by 2030 throughout the country will be put in order at least a thousand such objects. “The effectiveness of the program will be assessed, among other things, the level of satisfaction of citizens with the work in the field of preserving cultural heritage objects, as well as based on the share of such objects in satisfactory condition. Now the program is in the stage of approval, and it is very important for us to complete this work as soon as possible. The pilot direction is implemented by the Ministry of Culture together with the Corporation Dom.rf, ”said Tatyana Golikova.

In addition, on behalf of the head of state, following a meeting of the Council for Culture and Art, it is necessary to ensure the restoration of cultural heritage and other cultural objects in territories that suffered from military operations and shelling by Ukraine.

The President was also instructed to prepare a program for the comprehensive restoration of the injured areas of the Kursk, Belgorod, Bryansk regions as soon as possible. Responsible for this program is the Ministry of Economic Development, but the Ministry of Culture needs to actively join in this work in interaction with the regions, Tatyana Golikova noted.

Separately, the Deputy Prime Minister dwell on creative education and advanced training of cultural workers.

“The head of state instructed to amend the legislation aimed at reducing the training of creative specialists in non -core universities. Therefore, I ask the Ministry of Culture to actively join this work and by September 1 to prepare the appropriate draft federal law, ”she said.

As for the personnel support of regional cultural institutions, in the preparation of young specialists it is necessary to use the target training mechanism wider, Tatyana Golikova emphasized.

From January 1, 2025, the Zemsky Worker of Culture began. This year, federal financing in the amount of 1.1 billion rubles is provided for it, in 2026 and 2027 – 2.5 billion rubles each.

The next direction is the integration of historical regions into a single cultural space of the country. This year, the new regions for the modernization of cultural institutions and the development of creative activities provide for more than 4 billion rubles from the federal budget.

“It is important to continue work on conducting cultural events related to the celebration of commemorative dates of our compatriots – famous cultural and art figures, significant events in the history of Russia. In 2024, anniversary events were held throughout the country dedicated to the 225th anniversary of the birth of A.S. Pushkin. This year we have to celebrate the 130th birthday of Sergei Yesenin. In 2026-the 150th anniversary of the Union of Theater Workers, the 225th anniversary of the birth of Vladimir Dal. Our task is to hold jubilee events at a high level throughout the country, ”Tatyana Golikova emphasized.

In addition, the Deputy Prime Minister called to analyze plans to implement the foundations of the state policy to preserve and strengthen the traditional Russian spiritual and moral values ​​and strategies of state cultural policy. If necessary, make proposals on their actualization and ensure their unconditional execution. As well as conduct an inventory of regulatory acts and industry strategic documents for their compliance with the provisions of the foundations. Update them or develop where it is necessary.

The report “On the results of the work of the Ministry of Culture of the Russian Federation in 2024 and tasks for 2025” was made by Minister of Culture Olga Lyubimova.

“The central place in the implementation of state cultural policy in 2024 was reserved for the formation of the country’s spiritual and moral foundation, the protection of its cultural sovereignty and historical truth,” the minister emphasized.

Continuing a course to support the creative potential of youth, the Ministry of Culture, together with the regions, continued to create schools of creative industries: last year 26 such schools appeared in 25 constituent entities of the Russian Federation. To date, 93 SHCs in 60 regions are already operating. Almost 13 thousand children aged 12 to 18 years study in them. In 2025, 25 more schools in 25 regions will be created.

In 2024, the restoration of more than 200 objects of cultural heritage and a comprehensive improvement in the appearance of history and culture monuments continued. Within the framework of the State Program “Development of Culture”, repair and restoration work at 30 cultural heritage facilities was completely completed. Among the most significant are the ensemble of the Novodevichy Monastery, the factory-kitchen of the Maslennikov factory and the Complex of the Dachi Golovkin in Samara, the Church of the Savior in the village of Stares of the Moscow Region.

Last year, the Ministry also successfully implemented the conservation programs for emergency and ruined window. 55 objects were mothballed over the year, which allowed them to preserve them from further destruction and complete loss for future restoration.

The total attendance of 72 federal museums subordinate to the Ministry of Culture amounted to over 52 million people.

The department supports film production in accordance with priority topics that simultaneously meet the interests of the country and the request of the audience. In 2024, the production of 298 national films created with the financial support of the Ministry of Culture ended. According to the results of the competitive selection, with the financial support of the department, 151 national film was launched into production. 214 domestic paintings were released, of which 84 were created with the support of the Ministry and the Film Fund. The box office of domestic films amounted to more than 36 billion rubles, and the number of spectators of Russian films increased by 9.5% in relation to the previous year and amounted to almost 100 million people.

Within the framework of the All-Russian tour and concert plan, 62 national groups and 288 theaters were successfully completed during the year. The number of participants in the plan from the new regions is growing: in 2024, 10 groups from the Donetsk and Lugansk People’s Republics visited more than 100 cities of Russia.

Last year, the size of subsidies from the federal budget to the regions for the acquisition of book funds of libraries of municipalities and state public libraries amounted to 645.5 million rubles. In total, over 1.3 million units of documents were purchased at the expense of the federal budget.

The meeting was also attended by the Chairman of the Federation Council of the Federation of Science, Education and Culture Lilia Gumerova, Head of the President of the Russian Federation on Public Projects Sergey Novikov, President of the Russian Book Union Sergey Stepashin, auditor of the Accounts Chamber Sergei Shtogrin.

As part of the national projects, the general director of the Russian State Library Vadim Duda spoke about the modernization of the library network of Russia. The acting rector of the rector of the Academy of Choreography Maria Alexandrova informed about the training of personnel for the Sevastopol State Theater of Opera and Ballet.

A report on the results of the activities of the State Film Fund of Russia in 2024 and events dedicated to the 80th anniversary of the Victory in the Great Patriotic War was made by the general director of the largest archive of the country’s films Denis Aksenov. On the results of the implementation of the All-Russian touring and concert plan of 2024 and the prospects for 2025 were reported by the general director of Rosconzer, Andrei Yereshko, director of the National Drama Theater of Russia Alexander Malich and the director of the Omsk Philharmonic Irina Lapshin.
