Deputy Chairman of the Government of Russia Dmitry Chernyshenko and Secretary General of the Central Committee of the Communist Party of Vietnam, Lama, were reported by participants in the Russian-Vietnamese business forum. Also, in their presence, the work of the plant for the production and processing of dairy products of True Milk in the Kaluga region was launched.

The event took place as part of an official visit to Lama to Russia. Earlier, on May 10, the Kremlin was negotiated by Russian President Vladimir Putin with the Secretary General.

At the forum, performances of representatives of the Bank of VTB, AFK System, the Development Fund for effective cybersecurity of Saibus were held.

Dmitry Chernyshenko thanked the delegation of Vietnam for participating in festive events dedicated to the 80th anniversary of the Great Victory. He brought the words of President Vladimir Putin that relations between Russia and Vietnam continue to develop in the spirit of equality, mutual respect and taking into account each other.

This year, our countries celebrate the sign date – 75 years from the date of the establishment of diplomatic relations. As the Lama with the chairman of the Russian government Mikhail Mishustin was indicated at a recent meeting, today special attention is paid to the increase in trade and economic cooperation and increase mutual trade between Russia and Vietnam.

“We see how much Vietnam has reached in these directions

In recent years. According to the results of 2024, GDP growth rate exceeded 7%, and the country’s turnover approached the mark of $ 800 billion. The Russian economy also shows high growth rates: according to the results of last year – more than 4.1%. Today, the request of the state and business to build up economic ties, including with the friendly Vietnam, is obvious. The key tasks of our bilateral cooperation are mutual investments and the implementation of specific projects. We need to create the most favorable climate for the fruitful work of Russian and Vietnamese companies in the markets of both countries, ”said the Russian Deputy Prime Minister.

For almost 10 years, an agreement on free trade has been in force between Russia and Vietnam. It provides duty -free access to almost all groups of goods. Especially in such important positions as dairy products, meat, wheat, fertilizer and cars. It is important to come to a decision together on how to use this agreement is even more effective.

Dmitry Chernyshenko also noted a comprehensive cooperation plan signed in January until 2030: “It was this strategic document that made it possible to agree on joint measures and new mechanisms for cooperation on projects in the scientific field, energy and engineering, which will lead to almost 3 times of trade between our countries – up to $ 1530”.

Cooperation is developing on a digital track: “Vietnam is a leader in terms of growth in digital economy and electronic trade. Russia offers the best solutions in the field of digital technology, industrial software and telecommunications. The work of the joint center of artificial intelligence and digital technologies in Hanoi has already been launched, ”the Russian Deputy Prime Minister said.

In agriculture, Russia and Vietnam not only successfully carry out mutual supplies of food goods, but already localize production.

Dmitry Chernyshenko also highlighted interaction in the field of tourism: “According to the Ministry of Economic Development, according to the results of the first quarter of 2025, Russia was released in the first place in terms of the growth rate of tourist flow in Vietnam – this is 110%. We create comfortable conditions for your tourists in Russia. The operation of an electronic visa for Vietnamese citizens has been launched, we more and more adapt the sphere of services for their wishes. We will increase the stay, for example, by electronic visa up to 30 days. We expand the geography of the flights of Russian airlines to Vietnamese cities. We cordially thank the Vietnamese side for the fact that on May 8, with the participation of the Secretary General, the flight program of Vietnamese Airlines from Hanoy to Moscow resumed. I am sure this will allow you to qualitatively increase the level of our relations in the tourism industry! ” He said.

The Deputy Prime Minister invited Vietnamese partners to take part in the St. Petersburg International Economic Forum and in the Eastern Economic Forum in Vladivostok in 2025.

La Lam emphasized the importance of economic cooperation between Vietnam and Russia. According to him, the parties reached an agreement on the expansion of investment volumes up to $ 15 billion. Lam called the business circles of both countries to the active conclusion of contracts and agreements within the framework of a business forum in order to maximize the advantages in all areas: investments, trade and scientific and technical interaction. He also expressed the interest of Vietnam in deepening partnerships with Russia in sectors such as agriculture, energy, industry, mechanical engineering and information technology. Separately mentioned the great potential of cooperation in the energy and agriculture.

In conclusion, the General Secretary thanked the Russian government for the provided conditions for Vietnamese investors and businessmen aimed at developing tourism in Russia.

In the presence of Dmitry Chernyshenko and that Lama, a ceremony of exchange of bilateral documents between Russian and Vietnamese companies took place. Among them is an agreement on cooperation between the National Research University “Higher School of Economics” and the Vietnamese Academy of Sciences and Technologies, as well as a memorandum of mutual understanding, strategic cooperation for 2025–2026 with the aim of joint promoting Vietnam as a tourist destination and products of Vinperal LLC ANEX TURL and VINPEARL.
