Deputy Prime Minister Alexander Novak at the Coordination Center of the Government held a meeting to improve the investment climate in the constituent entities of the Russian Federation, which are part of the North Caucasus Federal District. The meeting was attended by Minister of Economic Development Maxim Reshetnikov, Minister of Construction and Housing and Communal Services, Irek Fayzullin, Minister of Energy Sergey Tsivilev, representatives of federal executive bodies, chapters and representatives of the subjects that are part of the SFF, investment banks, as well as Gazprom PJSC, Gazprom Interregiongaz, PJSC Rosseti, Caucasus.rf JSC, Rosagrolysing JSC, etc.

“One of the tasks set by the president is to achieve a national goal in a stable, dynamic economy. A national project has been formed, the purpose of which also has to ensure the growth of investment by 60% by 2030. Of course, in solving such a problem, regions will play a decisive role: the quality of work with business, the effectiveness of investment and the speed of project implementation depends on them. Let me remind you that according to the results of last year, very good results were achieved in terms of investment growth – plus 7.4%, in 2023 the growth was 9.8%. In total, this is almost 20% of accumulated growth, ”said Alexander Novak, opening a meeting.

The Deputy Prime Minister emphasized the significant role of investactivity in the North Caucasus in achieving the national goal of investment. “The Federal District demonstrates historical leadership in the supporting non -resource industries, including light industry and agricultural complex. The infrastructure and transport and logistics potential of the district serve as the basis for the reorientation of the country’s foreign economic activity from the west to the south. In the North Caucasus Federal District, as in other regions of Russia, a key role among private investments – they should become the main growth driver. The priority task is to create favorable conditions through various investor support formats, including the division of risks, access to long money and improving the administrative and legal environment, ”said deputy chairman of the government.

He called the three main areas of work in the North Caucasus Federal District.

The first is the creation of institutional local conditions by introducing a regional investment standard. This work must be expanded from federal and regional to municipal levels. The next step should be a systemic restart of work to improve investment climate. For this, on behalf of the President, the Ministry of Economic Development, together with the Agency for Strategic Initiatives, is being formed by the national business model.

The second direction is associated with the replication and pre -donucle of federal support tools. Project financing factory, mechanisms of agreements on the protection and encouragement of investment are in demand. An important tool for attracting investment in the regions is special economic zones and PPP mechanisms, infrastructure tools and targeted support measures.

The third block of work should be aimed at increasing the investment attractiveness of the subjects of the North Caucasus Federal District-the solution of issues related to the specifics of the regions. In this direction, it is necessary to solve the problems of improving the activity of credit organizations, as well as trust in investors implementing projects in the Caucasus. The regions need to more actively carry out work on the withdrawal of business from the shadows.

Minister of Economic Development Maxim Reshetnikov and Minister of Energy Sergey Tsivilev reported on achievements in the field of breakthrough investment projects in the Caucasus and about the implementation of programs for modernizing the energy infrastructure of the North Caucasus Federal District. To ensure sufficient capacities of energy supply to the population and industry, the task was set to combat illegal cryptocurrency mining in the region.

According to the Minister of Construction and Housing and Communal Services of Irek Fayzullin, the collection of payments for housing and communal services in the North Caucasus Federal District remains low: in a number of regions it does not exceed 43%. He also paid special attention to the problems of the accident rate of heating systems, the need to update the infrastructure of drainage and compliance with the terms and quality of the construction of infrastructure facilities in housing and communal services, etc.

According to the results of the meeting, Alexander Novak instructed the authorities The regions of the North Caucasus Federal District are actively involved in targeted work with the business, inform entrepreneurs and subjects of SMEs about available opportunities, including new measures of state support. The agency of strategic initiatives, together with the Ministry of Economic Development, was instructed to introduce indicators of assessing the use of state support measures in the North Caucasus Federal District, as well as to work out the launch of new programs together with development institutions and investment banks, taking into account the experience of supporting breakthrough investment projects.

The Deputy Prime Minister paid special attention to the need to bring indicators for collecting payments for energy supply, gas and housing and communal services to the level of average Russian. To do this, he instructed to introduce the best affordable practices and tools for improving the payment discipline used in the advanced regions of Russia, including those subjects of the North Caucasus Federal District, where the collection of payments exceeds 98%. Regions must exchange information on the use of such practices with each other. Gazprom, together with the authorities of the regions, was instructed to consolidate the ownerless networks in order to minimize gas losses in them, and control the work on the prevention of emergency situations. “Rossetam” will have to analyze the implementation of the programs of the Rosseti North Caucasus measures to reduce losses in electric networks, as well as analyze their investment program to determine measures for the development of regional power systems.

At the end of the meeting, Alexander Novak invited representatives of federal and regional executive bodies, as well as representatives of development institutions, banks and businesses to take part in the Caucasian Investment Forum, which will be held in the city of Mineralnye Vody in the Stavropol Territory on May 25–27. The Deputy Prime Minister called the forum an important discussion platform, which helps to increase the investment attractiveness of the region. “Last year, 100 agreements were signed at the forum worth more than 106 billion rubles, including 7 agreements with foreign companies. Therefore, I am counting on your active participation in the forum, as well as companies and partners from your regions, ”said Alexander Novak.
