Deputy Prime Minister, curator of the Volga Federal District Dmitry Chernyshenko held a working meeting with the Governor of the Perm Territory Dmitry Makhonin. The parties discussed issues of science, education, youth policy, sports and tourism.

The Deputy Prime Minister noted the high involvement of the Perm region in the development of science and education. In January, the Russian Ministry of Education and Science and the government of the Perm Territory entered into an agreement on cooperation. Within its framework, on the basis of parity financing in 2025–2027, five dormitories of three federal universities will be renovated: Perm State University, Perm Polytechnic University, Perm State Agrarian and Technological University.

“One of the important directions of the national project “Youth and Children” is the creation of comfortable conditions for life, study and development of students. On behalf of Russian President Vladimir Putin, about 800 student dormitories will be renovated throughout the country. The Perm Territory is the first region of Russia in parity financing for the repair of university infrastructure, including dormitories, academic buildings and laboratories. I urge subjects to study this experience and apply it to develop scientific and educational potential,” emphasized Dmitry Chernyshenko.

The Deputy Prime Minister also noted the importance of attracting young people to science. For example, at the Perm Federal Research Center of the Ural Branch of the Russian Academy of Sciences, more than half of the research staff are young scientists. Since 2019, 11 youth laboratories have been created there.

“Thanks to the competencies of industrial enterprises and a world-class scientific and educational center, one of the best in the country, we were among the first regions to participate in the national project “Unmanned Aircraft Systems”. We received support for the creation of a line for the production of small gas turbine engines for aircraft-type UAVs, the production of power aircraft structures, a line of electric engines and structures made of composite materials for drones,” said the head of the region.

Dmitry Chernyshenko noted the success of the implementation of the federal project “Professionalism” and the construction of an interuniversity campus in the Perm region.

In 2025, Perm will be named the youth capital of Russia. As the Deputy Prime Minister emphasized, this will give impetus to the development of youth policy in accordance with the objectives of the national project “Youth and Children”, and will also increase the tourist attractiveness of the region. Dmitry Makhonin spoke about the preliminary program of events. In total, more than 100 events are planned with patriotic, career, sports and creative components.

In terms of tourism, five investment projects are being implemented in the Perm Territory for the construction of hotels and multifunctional complexes, as well as two large investment projects for the creation of attraction points.

The parties discussed the development of the sports industry in the Perm region. Dmitry Chernyshenko noted that at the end of 2023, the region showed high indicators: 57.7% of residents regularly engage in sports, and the level of provision of sports facilities reached 71%. Both indicators exceed the plan. In December, the first phygital center was opened in the region, created as part of the federal project “Business Sprint (I Choose Sports).”
